The world as we know it has long since ceased to exist. It was destroyed by the fifth world war. In that war, humans created biological weapons by altering the human genome and bringing various mutations into existence. These mutations were the only individuals to survive the war. Now that society has been rebuilt, the government wants to restore the human genome and is hunting down children born as so-called "neo-humans" to examine them.
