If and When is a heartfelt slice of life/comedy comic that follows the journey of three lifelong friends, Salem, Finn, and Rusty, who have always dreamed of starting a band. Despite their best efforts, they never found the right opportunity until Finn stumbled upon a flier for the biggest band competition in New City, offering the winning band the title of "Greatest Band of New City" and a grand prize of 100,000 dollars.
