After Heaven's blessed the world with immortality, the Grim Reaper seems to have been taken out of the picture and has been put in severe debt. In retaliation, he hires one Dr. Lucifer Menthra, also known as "Minty", to wreak havoc amongst his hometown entirely against his will.
