People disagree with how the government and economy works and try to revolt/protest against it. That's where Katherine comes in; the (almost) immortal lab rat who was brought up and raised by scientists to assassinate/eliminate those who get in their way of a mission. Although she does all the dirty work for the president, she still has to work undercover and gain information.
