In the city of New York in the timeline 2047 , around the years of 2030 the crime rates spiked because of poverty and overpopulation. With this, came world corruption and pedophiles ,murderers , robbers , hackers , and many others had the perfect time to step forward and cause chaos. around 2040 the government had an idea . They reached out to mass murderers and asked them to only kill the people who would continuously commit horrid crimes in exchange for no consequences.
