When an ominous case is closed due to a complete lack of a trail to follow, Officer Prowl refuses to let it go completely cold before he has a chance to investigate further. But since many had a great dislike for Prowl, no one was willing to assist him, so he turned to hire Private Investigator Jazz to assist with the case.
