Humanity, once on the brink of chaos due to the abuse of power, has slowly begun to establish their conditions thanks to the rapid implementation of new technology called Variance, which can predict human behaviors. Not all regions have implemented Variance, and Flo, as a representative of one of the organizations pioneering this change (Null), evaluates regions that need this technology with the help of a mysterious cyborg girl named Rayne, who has a deep curiosity about pain.
